I anticipate legal challenges and I have prepared for that. I bought 1000 rounds of surplus .223 ammo today with some extra 30rd clips.

Rest assured I have kept fastidious records of the votes and can produce name of voter and their vote if there are any disputes.

No, Jumper is correct. 4:00 is 1600.
After noon you just add 12 to the time.

4:00= 1600
5:00= 1700...

14:00 is 4 bells.

16:00 is 6:00.

for military time, you have to add one hour for every hour after 12:00.

before noon, they are as they appear (i.e. 6 a.m. is oh-600 hours).

noon = 12:00
1p.m. =13:00
2p.m. = 14:00
3p.m. = 15:00
4p.m. = 16:00 (12 + 4=16)

and so on...
